TIJUANA – Mexican authorities found a crude tunnel Wednesday that was being built near the Otay Mesa port of entry.
The entrance, on the Tijuana side, was inches from the border fence. Inside the tunnel, authorities found various tools that apparently were being used to construct the passageway.
